The INCE is a National Evaluation Systems diagnostic tool that provides information that opens spaces for dialogue and collaboration. It is also a platform that brings together different actors interested in strengthening national evaluation systems. It has been piloted in Latin America and the Caribbean in 2020 and currently 11 countries are taking part in the initiative. The INCE is organized around five dimensions: institutional structure, evaluation offer, evaluation quality, multi-stakeholder dialogue spaces, and evaluation use.
There is a high level of ownership of the INCE and sustained interest of the national governments as well as other stakeholders. Several countries already use it to measure progress in advancing evaluation capacities, or for targeted capacity development. As such, the INCE represents an opportunity for Africa’s evaluation players to learn from other regions’ experiences and adapt these lessons to other contexts.
